Some official (legal) sites ok to access without a VPN but recommend always using a VPN as it is much safer browsing the internet with a VPN but some sites like twitch may require you to turn it off to verify you are from the USA.

If you download a movie/tv show and want to watch on a modern tv with a usb port just make a movie and tv folder on usb drive and copy movie or tv show into folder. Most downloads are in mkv form so modern tv should read mkv, mp4 and all other popular formats. Put usb drive in tv and should be able to goto it and play your media. Or you can install a media server like Plex and stream your media to your tv over your home network. If you go the media server route I suggest setting up an old computer to be your dedicated media server. Also if you want to download a movie/tv show that only has a stream option if you use IDM (internet download manager) a button with option to Download This Video will pop up and allow you to download video and add to you media collection to watch at your convenience. Also can always just set your laptop or computer by tv and connect to it with hdmi cable and play it direct with VLC media player or whatever media player software you use on your computer.
